NIDA Drug Library Closed Due to Budget Woes
The National Institute on Drug Abuse's (NIDA) massive collection of journals and books related to drug use and addiction has been shut down because of budget cuts, according to the organ of the Substance Abuse Librarians and Information Specialists, SALIS News. The fate of the 12,000 journal volumes and 8,000 books in the collection is unclear at this point, but it will likely be scattered between the National Institute of Health, other drug and addiction collections, and the personal libraries of researchers.

AN ACT TO AMEND THE HEALTH AND SAFETY CODE OF CALIFORNIA:
I. Add Section 11357.5 to the Health and Safety Code of California, any laws or policies to the contrary notwithstanding:
1. No person, 21 years or older, shall be prosecuted, be denied any right or privilege, nor be subject to any criminal or civil penalties for the possession, cultivation, transportation, distribution, or consumption of cannabis/hemp/marijuana, including:
(a) Cannabis hemp.
(b) Hemp industrial products.
(c) Hemp medicinal preparations.
(d) Hemp nutritional products.
(e) Hemp intoxicating products.

SACRAMENTO - State Sen. Carole Migden (D-SF) has introduced a bill, SB 529, that would relieve medical cannabis dispensaries from obligations for back sales taxes provided they promptly comply and register with the Board of Equalization.
California NORML supports SB 529 on the grounds that it would encourage marijuana to be treated like other legal products.
